Irvine, Kentucky Downtown Plan
The Irvine Downtown Plan 2022 was developed by the Community and Economic Development Initiative of Kentucky (CEDIK) through its annual summer community design internship. This multidisciplinary effort brought together students in design, planning, and community development to study downtown Irvine and propose strategies for revitalization. The plan was created in close partnership with local leaders, residents, and organizations, reflecting Irvine’s rich history, Appalachian culture, and aspirations for renewed social and economic vibrancy.
Approach and Purpose
The purpose of the Irvine Downtown Plan was to provide an actionable master plan to guide future investments and development that strengthen the heart of Irvine. Over a twelve-week period, the intern team immersed themselves in the community through weekly mobile studios, interviews with stakeholders, and visual engagement activities. The plan focused on understanding downtown’s existing assets and challenges, from parking and walkability to building vacancy and public space quality. This approach grounded recommendations from local perspectives and ensured that the plan reflected the community’s lived experiences and aspirations.
Key Insights
Analysis revealed that Irvine possesses significant assets, including a strong architectural heritage, scenic surroundings, and a history rooted in the railroad and Kentucky River trade. Yet, like many small towns, Irvine faces challenges of underused buildings, limited walkability, and declining downtown activity. Engagement findings emphasized shared pride in the community and a desire to restore downtown as a center for gathering, commerce, and identity. The inventory of streetscapes, parking, furnishings, and green spaces underscored opportunities for low-cost, high-impact improvements—such as enhancing signage, lighting, and accessibility—to create a more welcoming and connected public realm. Broader themes included strengthening civic spaces, supporting small businesses, and leveraging projects like The Yard railway attraction to draw tourism and investment.
Next Steps
The plan recommends phased implementation to build momentum and ensure financial feasibility. Short-term actions include improving sidewalks and furnishings, promoting existing parking, and activating public spaces with events. Medium-term efforts focus on façade improvements, downtown branding, and partnerships with local organizations to foster business development. Long-term goals envision major investments in connectivity, housing, and cultural tourism, positioning Irvine as a model for rural downtown revitalization. Sustained collaboration between residents, government, and regional partners will be critical to transforming Irvine’s downtown into a thriving, inclusive destination that celebrates its past while embracing its future.
